Grant of certificate of registration.—The Government of the National Capital Territory of Delhi shall, on being satisfied that the application is complete and that the fee of two hundred and fifty rupees has been paid, register the applicant, shall issue to him a certificate of registration in Form D within twenty-one days of the receipt of the application, and shall enter in the register the number and date of the certificate and the particulars of every seed stated in the application.
