Grant of certificate of registration.—The Board shall, on being satisfied that the application is complete and that the fee of twenty-five thousand rupees has been paid, register the applicant, shall issue to him a certificate of registration in Form D within twenty-one days of the receipt of the application, and shall enter in the register the number and date of the certificate and the particulars of every research report stated in the application.
