Removal of difficulty.—Where a contractor engaged by a Panchayat had, before the commencement of the Uttar Pradesh Panchayat Raj Act, 1947, carried on the execution of works for a Panchayat under a licence granted under the law then in force, such licence shall be deemed to have been granted under the Act and shall remain in force for sixty days from such commencement or until it expires, whichever is earlier.
