Recital: "Whereas difficulties have arisen in giving effect to the provisions of the Uttar Pradesh Panchayat Raj Act, 1947 (Uttar Pradesh Act 26 of 1947); NOW, THEREFORE, in exercise of the powers conferred by section 17 of the said Act, the Government of Uttar Pradesh hereby makes the following Order to remove the difficulties, namely:".
