10. Procedure for the publication of works.—(1) Every author shall, before undertaking the publication of works, intimate the Controller in writing, specifying the specification concerned and the period for which it is proposed to be undertaken. (2) The Controller may, within one month of the receipt of the intimation, require the person to furnish such further particulars as it considers necessary.
