11. Registration of applicants.—(1) Every applicant shall, within three months from the commencement of this Act or, where such person begins the filing of applications after such commencement, within three months from the date of such beginning, make an application for registration to the Controller in Form 18, accompanied by a fee of eight thousand rupees. (2) The Controller shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No applicant shall carry on the filing of applications unless registered under this section.
