11. Registration of promoters.—(1) Every promoter shall, within sixty days from the commencement of this Act or, where such person begins the development of a real estate project after such commencement, within sixty days from the date of such beginning, make an application for registration to the Authority in Form C, accompanied by a fee of fifty thousand rupees. (2) The Authority shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No promoter shall carry on the development of a real estate project unless registered under this section.
