Section 7, RTI Act [S10-4D8]

(1) The Public Information Officer shall, as expeditiously as possible, and in any case within thirty days of the receipt of the request, either provide the information on payment of such fee as may be prescribed or reject the request for reasons specified in sections 8 and 9: Provided that where the information sought concerns the life or liberty of a person, it shall be provided within forty-eight hours of the receipt of the request. (2) If the Public Information Officer fails to give a decision within the period specified, he shall be deemed to have refused the request. (3) Where a further fee is required, the applicant shall be sent an intimation with the calculation, and the period between intimation and payment is excluded from the thirty days. [...] (6) Where a public authority fails to comply with the time limits, the information shall be provided free of charge.
