11. Registration of employers.—(1) Every employer shall, within fifteen days from the commencement of this Act or, where such person begins the employment of workmen after such commencement, within fifteen days from the date of such beginning, make an application for registration to the Chief Inspector in Form III, accompanied by a fee of one thousand rupees. (2) The Chief Inspector shall, on being satisfied that the application is in order, register the applicant and issue a certificate of registration in such form as may be prescribed. (3) No employer shall carry on the employment of workmen unless registered under this section.
