Surrender of certificate.—Every owner of a cinema who ceases to carry on the running of a cinema shall, within forty-five days of such cessation, surrender the certificate of registration to the Advisory Panel in person or by registered post, and shall inform it in Form VII of the manner in which every register of subscribers held by him has been disposed of.
