Surrender of certificate.—Every dealer in wild animal articles who ceases to carry on dealing in wild animal articles shall, within ninety days of such cessation, surrender the certificate of registration to the Principal Chief Conservator of Forests in person or by registered post, and shall inform it in Form IV of the manner in which every consent held by him has been disposed of.
