Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a private service vehicle dies, his legal representative shall, within seven days of the death, intimate the death to the Regional Transport Authority in Form 1, surrender the certificate of registration to it and furnish a statement of every insurance certificate then held; and the Regional Transport Authority shall enter the intimation in the register within ninety days of its receipt.
