Surrender of certificate.—Every printer of election material who ceases to carry on the printing of election material shall, within seven days of such cessation, surrender the certificate of registration to the Returning Officer in person or by registered post, and shall inform it in Form 8 of the manner in which every ballot paper held by him has been disposed of.
