Application for registration.—Every principal employer carrying on the engagement of contract labour shall make an application for registration to the Licensing Officer in Form III, within forty-five days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every register of wages held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
