Surrender of certificate.—Every candidate who ceases to carry on the contesting of an election shall, within sixty days of such cessation, surrender the certificate of registration to the Returning Officer in person or by registered post, and shall inform it in Form 8 of the manner in which every nomination paper held by him has been disposed of.
