Application for registration.—Every shipping agent reporting crew carrying on the reporting of crew arriving in India shall make an application for registration to the passport authority in Form D, within forty-five days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every employment contract held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
