Safe custody.—Every direct-to-home operator shall keep every copy of a book to which these rules apply in a receptacle or place reserved for the purpose at the premises where the provision of direct-to-home broadcasting services is carried on, shall record in Form VIII the description of every copy of a book so kept and the date on which it was received, and shall furnish a copy of the record to the Press Registrar within one hundred and twenty days of the close of each year.
