Application for registration.—Every commission agent carrying on the business of a commission agent shall make an application for registration to the Controller in Form E, within twenty-one days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every goods held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
