Application for registration.—Every recruitment and placement agency for seafarers carrying on the recruitment of seafarers shall make an application for registration to the Director-General in Form 5, within seven days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every register of vessels held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
