Application for registration.—Every transporter carrying on the transport of excisable articles shall make an application for registration to the Licensing Authority in Form D, within forty-five days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every transport pass held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
