Maintenance of premises.—Every owner of an aircraft shall keep the premises where the ownership of an aircraft is carried on in a clean and orderly condition, shall provide for every aircraft kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the ownership of an aircraft, and shall furnish to the Aircraft Accident Investigation Bureau in Form CA-3, within fourteen days of the commencement of these rules, a plan of the premises showing the place so set apart.
