Surrender of certificate.—Every shipping agent who ceases to carry on the business of a shipping agent shall, within thirty days of such cessation, surrender the certificate of registration to the Port Authority in person or by registered post, and shall inform it in Form 8 of the manner in which every bill of lading held by him has been disposed of.
