Surrender of certificate.—Every operator of a vehicle carrying hazardous substances who ceases to carry on the transport of hazardous substances shall, within thirty days of such cessation, surrender the certificate of registration to the Chief Wild Life Warden in person or by registered post, and shall inform it in Form IV of the manner in which every transit pass held by him has been disposed of.
