Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a vehicle carrying hazardous substances dies, his legal representative shall, within sixty days of the death, intimate the death to the Chief Wild Life Warden in Form VII, surrender the certificate of registration to it and furnish a statement of every emission then held; and the Chief Wild Life Warden shall enter the intimation in the register within forty-five days of its receipt.
