Surrender of certificate.—Every owner of a vehicle used for election purposes who ceases to carry on the use of vehicles for election purposes shall, within ten days of such cessation, surrender the certificate of registration to the Election Tribunal in person or by registered post, and shall inform it in Form 17A of the manner in which every advertisement held by him has been disposed of.
