Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the owner of a vehicle used for election purposes shall apply to the Election Tribunal in Form 17A for a duplicate, accompanied by a fee of ten thousand rupees, and the Election Tribunal shall issue a duplicate certificate marked as such within forty-five days of the application.
