Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the deductor shall apply to the Commissioner in Form 10 for a duplicate, accompanied by a fee of two hundred and fifty rupees, and the Commissioner shall issue a duplicate certificate marked as such within twenty-one days of the application.
