Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a loudspeaker during an election dies, his legal representative shall, within ten days of the death, intimate the death to the Delimitation Commission in Form 12, surrender the certificate of registration to it and furnish a statement of every electoral roll then held; and the Delimitation Commission shall enter the intimation in the register within forty-five days of its receipt.
