Grant of certificate of registration.—The Universal Service Obligation Fund shall, on being satisfied that the application is complete and that the fee of one thousand rupees has been paid, register the applicant, shall issue to him a certificate of registration in Form C within ninety days of the receipt of the application, and shall enter in the register the number and date of the certificate and the particulars of every wireless equipment stated in the application.
