Surrender of certificate.—Every public call office operator who ceases to carry on the running of a public call office shall, within forty-five days of such cessation, surrender the certificate of registration to the Universal Service Obligation Fund in person or by registered post, and shall inform it in Form D of the manner in which every message held by him has been disposed of.
