Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any open shelter dies, his legal representative shall, within twenty-one days of the death, intimate the death to the State Commission for Women in Form VII, surrender the certificate of registration to it and furnish a statement of every register of children then held; and the State Commission for Women shall enter the intimation in the register within thirty days of its receipt.
