Surrender of certificate.—Every toll plaza operator who ceases to carry on the collection of tolls shall, within forty-five days of such cessation, surrender the certificate of registration to the State Transport Authority in person or by registered post, and shall inform it in Form 23 of the manner in which every permit held by him has been disposed of.
