Conditions of registration.—Every publisher of news on a digital platform shall carry on the publication of news on a digital platform only at the premises specified in the certificate of registration, shall keep every copy of a book in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such copy of a book for inspection on request by the Deputy Press Registrar, and shall not part with the certificate of registration to any other person.
