Surrender of certificate.—Every dealer who ceases to carry on the sale of seeds shall, within forty-five days of such cessation, surrender the certificate of registration to the Registrar in person or by registered post, and shall inform it in Form H of the manner in which every certificate held by him has been disposed of.
