Surrender of certificate.—Every driver who ceases to carry on the driving of a motor vehicle shall, within sixty days of such cessation, surrender the certificate of registration to the State Transport Authority in person or by registered post, and shall inform it in Form 23 of the manner in which every motor vehicle held by him has been disposed of.
