Application for registration.—Every dealer in wild animal articles carrying on dealing in wild animal articles shall make an application for registration to the Biodiversity Authority in Form IV, within forty-five days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every plastic packaging held by him on the date of the application, and shall keep a copy of the application and of the statement for one hundred and eighty days from that date.
