Surrender of certificate.—Every transmission licensee who ceases to carry on the transmission of electricity shall, within seven days of such cessation, surrender the certificate of registration to the State Commission in person or by registered post, and shall inform it in Form I of the manner in which every energy bill held by him has been disposed of.
