Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any manufacturer of motor vehicles dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Motor Accidents Claims Tribunal in Form 23, surrender the certificate of registration to it and furnish a statement of every certificate of registration then held; and the Motor Accidents Claims Tribunal shall enter the intimation in the register within thirty days of its receipt.
