Surrender of certificate.—Every manufacturer of motor vehicles who ceases to carry on the manufacture of motor vehicles shall, within forty-five days of such cessation, surrender the certificate of registration to the Motor Accidents Claims Tribunal in person or by registered post, and shall inform it in Form 20 of the manner in which every motor vehicle held by him has been disposed of.
