Safe custody.—Every manufacturer of motor vehicles shall keep every certificate of fitness to which these rules apply in a receptacle or place reserved for the purpose at the premises where the manufacture of motor vehicles is carried on, shall record in Form 4 the description of every certificate of fitness so kept and the date on which it was received, and shall furnish a copy of the record to the Motor Accidents Claims Tribunal within forty-five days of the close of each year.
