Safe custody.—Every producer of plastic packaging shall keep every transit pass to which these rules apply in a receptacle or place reserved for the purpose at the premises where the production of plastic packaging is carried on, shall record in Form II the description of every transit pass so kept and the date on which it was received, and shall furnish a copy of the record to the Principal Chief Conservator of Forests within seven days of the close of each year.
