Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a rice mill in a village dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Gram Sabha in Form 7, surrender the certificate of registration to it and furnish a statement of every building then held; and the Gram Sabha shall enter the intimation in the register within sixty days of its receipt.
