Surrender of certificate.—Every stevedore who ceases to carry on the loading and unloading of ships shall, within twenty-one days of such cessation, surrender the certificate of registration to the Inland Waterways Authority in person or by registered post, and shall inform it in Form 2 of the manner in which every ship recycling plan held by him has been disposed of.
