Application for registration.—Every stevedore carrying on the loading and unloading of ships shall make an application for registration to the Inland Waterways Authority in Form 4, within twenty-one days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every bill of lading held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
