Surrender of certificate.—Every ship repairer who ceases to carry on the repair of ships shall, within fifteen days of such cessation, surrender the certificate of registration to the Government of the National Capital Territory of Delhi in person or by registered post, and shall inform it in Form 4 of the manner in which every bill of lading held by him has been disposed of.
