Surrender of certificate.—Every contractor for solid waste collection who ceases to carry on the collection of solid waste shall, within twenty-one days of such cessation, surrender the certificate of registration to the Corporation in person or by registered post, and shall inform it in Form A of the manner in which every building held by him has been disposed of.
