Safe custody.—Every holder of land in excess of the ceiling shall keep every record of rights to which these rules apply in a receptacle or place reserved for the purpose at the premises where the holding of land in excess of the ceiling is carried on, shall record in Form 14 the description of every record of rights so kept and the date on which it was received, and shall furnish a copy of the record to the Sub-Divisional Officer within forty-five days of the close of each year.
