Safe custody.—Every publisher of proactive disclosures shall keep every public register to which these rules apply in a receptacle or place reserved for the purpose at the premises where the publication of proactive disclosures is carried on, shall record in Form B the description of every public register so kept and the date on which it was received, and shall furnish a copy of the record to the Central Vigilance Commission within seven days of the close of each year.
