Conditions of registration.—Every operator of a rice mill in a village shall carry on the running of a rice mill in a village only at the premises specified in the certificate of registration, shall keep every work order in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such work order for inspection on request by the Secretary of the Gram Panchayat, and shall not part with the certificate of registration to any other person.
