Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the collector of a Panchayat tax shall apply to the Zila Parishad in Form 3 for a duplicate, accompanied by a fee of one thousand rupees, and the Zila Parishad shall issue a duplicate certificate marked as such within twenty-one days of the application.
